Victor Leos, of Garland, Texas, pled guilty last month to "one count of conspiracy to commit false statements in connection with immigration documents," said John Parker, U.S. attorney from the Northern District of Texas.
Leos, 63 years old, faces up to five years in federal prison and a $250,000 fine. He is scheduled for a Aug. 28 sentencing.
Leos worked for the Garland Independent School District (GISD) from 1998 to 2013 and was in charge of recruiting teachers from Mexico, Central and South America and the Philippines to fill teacher positions. "From around 2007 to around 2012, Leos engaged in a criminal conspiracy with outside recruiters to recruit and hire foreign teachers that GISD did not necessarily need," the release notes. "Leos benefited by receiving kickbacks in the form of inflated fees to teach orientation classes, travel, and other forms of remuneration."
