Teachers at Clark County School District paid for professional development programs that should have earned them credits that they could later use for pay increases. That agreement was hashed out between the teachers and the superintendent--an agreement that was more generous than previous negotiated contracts.
But the agreement was not valid because the school board did not sign off on it, according to a district official. "A year later, the district is claiming human error or mistake," says Michelle Kim, the teachers’ union attorney. "I found that the timing was a bit suspect because obviously we’re in bargaining (for the upcoming contract) again."
The union had filed an unfair labor complaint.
