Linda Rios, who served as human resources director in City Hall, was discovered dead in her home last month. The city had no one specifically responsible for handling domestic violence, but Rios' death has prompted officials to take action.
Through its Shared Safety initiative, the city aims to stop domestic abuse form becoming fatalities.
"It's sad that all change occurs because of some catalyst," says Jeannine L. Lisitski, executive director at Women Against Abuse. "I'm saddened that it has to be that way, but because of these tragic events, I think there will be deeper work around the issue."
