Teresa Hudrlik, who used to head up the city of Wheeling's HR department from 2016 until this year, agreed to pay the city $80,000 in restitution. She had faced up to 20 years in prison and a fine of up to $250,000.
Hudrlik also gave herself a raise without getting the OK of her supervisors and allegedly signed off on city money to be paid to one of her children.
