Federal agencies’ HR departments are involved in a dysfunctional relationship because they are not working with hiring managers. So reports The Washington Post.

“For the most part, these staffs don’t collaborate as they should, and their broken relationship is a big reason that government has a lot of trouble identifying and hiring the most talented people,” the story notes. The Obama Administration acknowledges the inability of these two groups to connect and has dispatched experts to federal agency offices to help bridge the divide.
