HR Violation: City Manager Sought ‘Tactical Map’ to Learn About Muslim Residents

A former interim city manager in the city of SeaTac, Washington, sought to build a ‘tactical map’ so he could learn where Sunni and Shiite Muslims lived and visit those neighborhoods in an event where he needed to “make the peace.” So reports Seattle Globalist quoting from an internal investigation report.

James “Donny” Payne also wanted to know “with a great deal of specificity (to the neighborhood, house, and even person)” where the residents lived, the report notes. Vanessa Audette, SeaTac’s human resources manager, who is part Japanese, filed a discrimination complaint against Payne.

Payne, who resigned less than three months after starting when Audette filed her compliant, said that his requests were taken out of context and that his interests in mapping was “to ensure everyone in the city was best provided essential services. Nothing else.”
