The second-quarter figures indicate an overall rate of 13.4% of uninsured Americans – the lowest quarterly average recorded since 2008. The Gallup poll assigns most of the reduction to the ACA's individual mandate, which requires all Americans to have health insurance or pay a tax penalty.
While the numbers vary somewhat by demographics, the number of young Americans (ages 19-25) and children appear to have benefited the most. This is largely a result of the ACA's provision allowing parents to keep their children insured under their own health plans up to age 26.
The surveys indicate that, while most adult Americans (43.5%) continue to receive health coverage through an employer-provided plan, the number of individuals covered under a plan they or a family member pays for has risen to 20.7%.
